Bay of Islands is a tender port and they run a free shuttle into Pahia and from there you can do Dolphin cruises or take the ferry over to Russell. The Shuttle also drops normally drops off near the Waitangi Treaty grounds which are very interesting.

Depending how long your in port the hole in the rock cruise is very enjoyable .We also enjoyed the discover Russell tour.
