You might indeed see them from the ship, best chance around Cabo.

However in many cases they will be far away.

If you want them closer book a tour, however no guarantees of course as this is nature.

It's so worth doing a tour. We had the best day in Cabo sailing and whale watching ... whales and dolphins and so close to us https://cabosanlucascruiseexcursions.com/excursions/private-whale-watching-and-coastal-sailing-charter/ this was amazing .
