Any mainstream line from Carnival to RCI to NCL to Princess will all have age appropriate programs.

Carnival for example is 2-5, 6-8, 9-11, 12-14 and 15-17. I think they are one of the more "divided" ones with 5 different groups.

The 15 and 17 year old will be unlikely to want "organized activities"...they generally use the club to meet others of "their kind", then sort of do their own thing....hanging on the sports deck, at the pool, arcade, or other "teen friendly" areas!

 

RCI's clubs start at age 3....some ships do have nurseries for under 3, but not all do.....make sure of that if it's important to you.

And, bear in mind that no diapers are allowed in ANY pool on any ship. Some ships have "baby splash pads" for the toddlers.....kinda like a sprinkler area.
