Check out RCI Anthem of the Seas; Deck 13 cabins 13141 & 13139. I know they are connecting cabins as we sailed in them in this year (May 2023)

On the Disabled Forum (https://boards.cruisecritic.com/forum/114-disabled-cruise-travel/), several years ago, a poster did comment that they knew someone who had been moved from a disabled cabin. As they did not need the cabin but someone in a wheelchair did.
We need a disabled cabin. On Explorer in 2019 an officer did physical check to see if we needed the cabin. I'm don't know if it happened before, on other sailing, and we never knew about the check or if it was a new policy introduced by RCI or if it was because I when to Guest Services several times to complain about a pushchair been left in the hallway.

We have had a reply, from special needs, with a week but at other times we have had to wait for 3 weeks.
Unless your request is urgent give them a couple of weeks to respond. If I have not heard from them after 3 weeks I send a second email.

We once docked near the alternate "Little Mermaid" statue. We were the only ones that visited it. We then walked to the "Little Mermaid" statue and had to use my son's wheelchair, as a metaphorical battering ram, just to get any where near the real "Little Mermaid" statue.

You will be fine in Stavanger. There are cobblestones but we did not find them an issue with our wheelchair.
You will have to contact P&O to see if they offer wheelchair/scooter friendly excursions or arrange private excursions.
If you post the itinerary, you are looking at, CC members may be able to help you decide how wheelchair/scooter friendly each port will be.

Consider finding a quite corner and sending a couple of the adults for food/drinks, from Café Promenade, whilst the others look after the kids.
We have done this and the kids thought we were having a picnic.

Hi, welcome to CC (Cruise Critics).
As can be seen in the photo posted by @firefly333 you would need to climb on a chair, or in my case the table, to get over the balcony glass wall.
PS I would need a chair just too climb onto the table in the first place. 🤣

I would post your question on the Royal forum as well.
Some of the newer ships, like Anthem, have wheelchair spaces on the front row, as well as at the back. On the Anthem there is a hidden lift that takes wheelchair user down to the front of the theatre. We have used the front row wheelchair/scooter spaces.
I have not been on Serenade so cannot tell you if there are spaces at the front or only at the bac.

Either an Interior or an Oceanview as long as it is an accessible cabin.

Just a warning for everyone using a scooter for the first time on a ship.
You are not allowed to leave the scooter in the hallway, outside your cabin. Leaving the scooter in the hallway is against the 'SOLAS' rules.
If you do leave your scooter in the hallway ship security will have a chat with you.

You cannot rent a scooter on board ship. Your friend will have to hire one before sailing either from Scootaround or Special Needs at Sea.

Some members on CC are Pinnacle members. Pinnacle members get a free 7 night cruise. I believe this free cruise can be in a Junior Suite if the member has over 1400 cruise points.

I can recommend Mobility at Sea, as suggested by @John Bull.
We have hired several scooters from them and every cruise we hire a hoist from them.

Norway on Anthem. As there are discussions being held in Norway to ban larger cruise ships from the Fjords from 2024.

We always travel down the day before, the cruise, and stop overnight in a hotel.

Yes they can use their own wheelchair.
Electric or manual is fine which ever they prefer
