I wouldn't board the ship assuming that Guest Services would have D.R. pesos available for exchange. To the OP, call the Guest Relations phone number for your cruise line and ask if it's even necessary to exchange dollars for pesos. Depending on what you're planning to purchase, you might be able to just use your credit card and not have to worry about exchanging monies. If you're booking an excursion independent of the cruise line, send an email to the excursion company and ask them where you can exchange dollars for pesos. Amber Cove is totally dollars! True--but the OP is asking about a restaurant 60 miles inland from the dock at Amber Cove. Where according to TripAdvisor tourists are given menus without prices and those paying in either dollars, GBP or Euros are quoted whatever amount comes into their server's head. Even to the point of charging different amounts for identical orders in the same foreign currency. I am guessing this meal may be part of the wedding party the OP mentions in their signature. If in a large group where everyone is paying for themselves showing their server in advance that they are paying in local currency may certainly be to their advantage. But to answer the actual question: given that all the business in Amber Cove are on land develop by Carnival Corp and thus only take US$, I wouldn't count on local currency being exchanged onboard, or their being an ATM in other than US$ near the dock.
