There are dozens and dozens of threads on car rental procedures on this board.

All of the major players have outlets very close to, but not in, the port, so there is not one recommended vendor. All have shuttles from the docks. You will typically save a lot by booking the near port offices.

Rental car agencies with shuttles to/from the cruise terminals:

Hertz from Crown Plaza Hotel

Avis from Pier 66

Budget on 17th in shopping center next to Renaissance Hotel

Sixt further up 17th.

Thrifty/Dollar just out western port exit.

Also consider pricing your rental with Costco if you're a member.

We've had great rates and easy pickup using Budget at their 17th Street location ... free shuttle from/to port.
