Bahamas Minors on Excursion Help

I just booked my second cruise. Bahamas in October 2018. My teenage son and our exchange student want to go on excursions and I do not. I have contacted Carnival and they said they have to accompanied by someone 18 or older.

Should I cancel (I already bought them) or try and find others taking the same excursion to "go with them".

Has anyone had this same issue?

I personally would not take on the responsibility of 2 minors in a foreign county. THey will have no legal authority to help in case of emergency. Either bite the bullet and go with them, or cancel the excursion. There's a reason there are rules in place.
