On Norwegian cruises how exactly does speciality dining work, are you allowed to eat in other restaurants instead of main buffet restaurant free of charge.

But in general with most cruise lines, the specialty restaurants are separate from the main dining room and buffet (and certain other venues) and require a separate fee as an upcharge if you wish to dine in any of those venues. They are not included in the basic cruise fare.

The NCL website would be able to provide more information and detail as to which dining venues on which ships are included in the cruise fare with no extra charge and those specialty restaurants that require a separate fee - and how much those fees would be.

In addition to the buffet, there are 2 or 3 free MDR’s, a free 24 hour pub, and some ships have a free Asian restaurant. NCL just has more specialty upcharge restaurants than other lines.
