Life Vests work!

Certainly glad to know that the crew members were rescued, but, I wonder if they were following proper safety procedures. On HAL ships, when I see crew members working on a life boat, they wear life vests and are tethered to the ship as well.

The ship was supposed to have docked in Victoria but seems to have skipped it due to winds (I could see it circling in the harbour approaches from my house). I wonder if the crew were ordered to do work that would have been done when the ship was supposed to have been docked.
