It depends on your budget, there's Atmosphere at the top of the Burj Dubai (120th floor), or a lovely Spanish restaurant at the top of the Jumeirah Beach Hotel, and they do afternoon tea at the top floor restaurant at the Burj Al Arab.

 

But these are all expensive options.

 

There's also the Jumeirah Four Seasons which has some nice places and Nikki Beach. I just realised these are all hotels, but you'll see when you're here that Dubai loves itself some hotels :D

As koliviera45 stated, depends on your budget, but if you're ready to splurge, the Burj Al Arab looks like they serve a quite elegant tea...see the following article and scroll down to the second listing (about $168 per person, but oh, that view).

A lot depends upon when you're visiting as it gets dark quite early here during the winter months. Also, it can be very hazy which obviously affects the views. The Vault cocktail bar on the 71st floor of the Marriott Marquis Hotel in the Business Bay area is good for sunset and after dark views. It directly overlooks the new Dubai Water Canal, is close to the Burj Khalifa and is high enough that you can see all the way down to the Burj Al Arab and the Palm Jumeirah beyond that...

The Burj Al Arab has just an ok view.Not the best skyline there. Good view of the Palm but still hard to see its features. Atlantis has a better view of palm though not sure any bars in Atlantis have this view. Jumeirah Beach has great view of Burj Al Arab and similar view of palm and ocean.

 

Elsewhere the Address and even the water level bars in Downtown Dubai have great views of the other Burj. Actually lots of waterside options in various developments.
