Malta - excursion advice

our family of 6 (my wife and I plus 4 kids, 16,17,21,24) will be on a MSC cruise in December. considering the MSC excursion to Rabat, Mosta and MDina (bus and walking) or the biking city tour of Valletta..

 

Typically we do things on our own, but we will be in Malta on Christmas day. I am concerned about businesses being open and also availability of taxi or tour guides - so I am thinking going with a ships excursion.

 

Has anyone been on these, or have a suggestion for Christmas Day tour? thanks.
