I am in Scotland and use a UK online Oceania Connoisseurs Club Agent, I book on board to secure the on board offers then pass to a UK agent that offers the best price, you can haggle, as I have made the booking on board the TA has to comply to Oceania booking conditions, I checked this with Oceania and confirmed with my TA. In the UK if you were to book the cruise and the flight separately but as part of a 'package' from the Agent then your deposit is non refundable and booking cannot be cancelled. The rules are a minefield as booking from a TA is not necessarily a package if there are more than one component as they may be defined as separate bookings. The UK Consumer Rights site Which? link attached gives a good explanation for those interested.
