Is it noisy in the staterooms below the casino?

Agree -- ask on the RCI board.

On another cruise line ship, our cabin was under the casino. We had no noise problem while it was in operation. There were just instances where we were awaken early morning by some noise, probably during cleaning.

Yes, ask on RCI.

On some cruise ships it is a problem and on others not an issue so specifics is important.
