I'm not sure who this is either, but note that his name is Bernard MEYER, and he's at MEYERwerft....I'm guessing he's the owner of the whole shebang.

Actually this is Bernard Meyer, the owner of Meyer Werft (o.k. his sons are working there too). The bear is called Felix Urlaubär (which is a wordplay Urlauber = traveler/vacationer Urlaub-bär = vacation - bear). I met both of those guys in "person". The photo has nothing to do with Norwegian Bliss but was taken at a media event for the new AIDAnova (I assume it was the recent steel cutting). Felix Urlaubär is a "project" by an avid AIDA fan. You can see the AIDA logo on the helmet of the bear.
