"Two for One" -- what's the story?

So many cruise adverts announce "Two for One" offers, as if two people could cruise for the price of one fare, which we kinda know is too good to be true!

 

What is the story behind this line?

Does it depend on the cruise line?

Does it ever mean anything truly noteworthy, rather than yet another packaging of the same generally-available discounts?

Seldom is a "sale" much of a savings....if they offer a "2-for"....the price for one is almost double the normal per person price.....there may be some savings, but not usually a true "2-for". If you see a price you can handle...book it.
