The kaikan is a 10-minute walk from Tokushima station. There's a map here: https://www.japan-guide.com/e/e7802.html

I've visited Tokushima, but by land, so I don't know where your ship will dock. You can work out train times and costs with Hyperdia: http://www.hyperdia.com/

I went there to see the Naruto Whirlpools: https://www.japan-guide.com/e/e7852.html . Look out for them if your ship goes nearby.

Ps. It turns out there's a wealth of information on Japan-Guide's Q&A pages: https://www.japan-guide.com/forum/quereadisplay.html?0+138326
