Can excursions booked online be cancelled if need be?

My cruise is not until November 2018. Trying to get an independent operator to commit to a full day of snorkeling but he wants 12 people to commit before he'll confirm. Don't know how long it'll take me to find 12 people to or if there will be enough at all before we sail. Alternatively the ships tour is 4 hours. If I book that can I cancel say a week before without penalty? It's Fakarava which is the island I was most looking forward to.

In my experience, yes. I just cancelled a Windstar excursion about 10 days out. Sent an email to info@windstarcruises.com. Never got a reply, but within a day, the excursion was gone from My Windstar detailed itinerary. Within 3 days, the credit card refund posted.

 

Interestingly, when I requested three previous refunds from Windstar (once for a shorex at a port they canceled, once for a price match, once when they overcharged my final payment), the refunds took 10 days each. So I was very pleased with such a fast refund.
