Pisa without climbing Tower

They let people in with timed tickets at half-hour intervals. There is no one telling you that you have to exit at the end of the half-hour, but that's about the time most people seem to take.

 

If you do want to climb the tour, it's advised to reserve your time in advance as they only have so many tickets....

Nope, free to walk around. Can't answer about climbing the tower.

 

And the Cathedral was free to enter, we still had to get timed tickets and had to wait about 30 minutes (lunch time in November) It was lovely just sitting outside admiring all the buildings. We were in no hurry and had been up the Tower on a previous trip.
