From what I have seen, yes they do.

I have seen it operate with as little as 2 children on one ship (Prinsendam) and around 8 - 12 on another (Westerdam).

We typically cruise when there are only a few kids onboard, including (and sometimes only) ours. We have found the staff is typically very flexible and accommodating in this case. Sometimes they offer to take the kids to the evening shows or other events happening around the ship. The only caution is on some sailings, such as Maasdam EXC voyages and the Prinsendam they are eliminating Club HAL- so confirm before your book!

Sure hope they don't discontinue Club HAL on the other ships. I can understand the Prinsendam as she will be leaving the fleet and the Maasdam as she will be doing some very long voyages.

We had varying numbers of children on the 2018 World Cruise and there was one gentleman who ran the Club HAL program for them. He did a great job and kept them busy and in line.

They always operate and the crew that is assigned does a marvelous job catering to the few children and adapting to the ages involved.

I wouldn't worry about this at all. We have had great success with our grandchildren .. and they loved Club Hal irrespective of the number of other kids.
