We are traveling with our 16 year old nephew (his mom is also with us). He has a learners permit with a photo but it is a paper ID. Is that sufficient for his photo id. Thanks As long as the learners permit is a government issued ID with photo, I do not believe it would be any problems, but you may want to see if the DMV will provide a plastic laminated learners permit w/ photo ID to set your mind at ease.
