I have never seen the logic to waiting until after final payment date. The cabin choices are lousy, and I find with my daily price checks the prices are actually higher in many cases. I vote for early bookings 6 months or more in advance, checking prices, and getting upgrades if the price of my cabin goes down after final payment. The payment schedule for groups is different from that of individuals. Summer holidays and school breaks tend to start out very high and then get adjusted closer to final or after final. Check the sailing you are interested in and see how many rooms are available (if 15 JS come up and they're all midship you know there is a lot of availability. If 5 forward cabins come up, maybe not). If there are a lot of rooms left, I would wait as the price has got to come down sometime. Sometimes you'll see the price go up before it comes down. Believe me, if they're not selling those cabins at X dollars they won't sell them at X ++ dollars. Look at a lot of similar sailings to get an idea of price.
