When do 4J's open?

I know that a lot of the 4J are HC rooms. We just booked one on the Dream for October on the Lido deck. We have others in our party that would of course like something similar. It seems odd that most of the dates we looked at before and after our sailing that so few 4J cabins were available and it was ALWAYS the same ones. I seem to recall something about them holding them back for someone that actually needed the HC room. Does anyone know when/if they might open them up?

 

Calling CCL won't help. We don't need the HC we booked, but I know that we could get bumped if someone else books that does. I called them to inquiry about someone in our party that would need an HC room (to see what rooms might have been held back and reserved for those that need it) and they said nothing like that was available. I'm thinking that at some point before hand there might be some additional HC 4J rooms that get released.
