Getting from Pan Am Terminal to Forts

My ship doesn't leave San Juan until 8:30pm, so I was going to drop off my luggage at the ship around noon and explore the forts and old San Juan for a few hours. Are taxis the only option to get from the dock to the forts? About how much would the fare be? Thanks.

Yes taxis are the only way to get to the fort from Pan Am Terminal I do not know how much the taxi will it be.

I think the fee is about $20 b/c the traffic will be awful. Budget for that on your way back to the ship. I saw public busses that may drop you off at the top of the long road the ships are on if you don't mind a walk; I didn't see sidewalks so safety may be a factor.
