On our October cruise I asked for $1,000 and was told it would take 15 minutes to process. Anything under $1,000 is immediate (including the 3% fee). An alternative that may work for you would be to set up line of credit with NCL before your cruise. We did this and avoided the 3% charge and carrying large amounts of cash.
