While out at sea, the ship is considered an individual, international country, so you would need an international data plan on top of your domestic data plan. Rates vary with the carrier, but pay as you go plans are about $20 per Megabyte of data, IIRC.

Yes, but you will have to either use ship's cell service (about $.50 per meg) or pay for ships wifi. Do a search on Ipad 3G for some people's notes.
