Yes it's available on Splendor now. We sail on her in just over a week and plan to buy it. It's also available on Indy whilst she is in the UK as well.

That was our experience, too, when we sailed the Indy in February. The beverage package is only available when the ships sail out of European ports, however.

The PDF attachment said you could buy the package on the second day, but you would still have to pay for the first day, and the entire cruise duration. No refunds would be given for individual drinks purchased before the package was purchased.
