When you send your passport in for renewal you will get it back. I've been to Cartagena many times and do not remember a place at the port where you can get your passport stamped. Been there and they did not hold the passport. Maybe it's a Canadian thing? Since the port is pretty much industrial, I cannot think where one would go.
