The luggage gets arranged in Luggage Claim by the numbers, lowest numbers are put out first. If a '24' gets off when '3' is called the '24' luggage will not be out yet. By standing around the '24' pax cause congestion. Numbers do not matter if you are doing self debark, where you take all your luggage off with you.
