Do either the Classic or Premium drink packages cover any of the drinks or sodas in the stateroom mini bars?

No, the mini bar is not included in any beverage package. Same goes for drinks ordered through room service.

No, the mini bars are not covered under the package. It's not because the drinks/sodas are any more expensive, it's that (Celebrity) could not control who is actually consuming the drinks while using the beverage package. All drinks must be ordered at bars or restaurants by the card holder(s) with the package(s).
