Does anyone know if two people are listed on a booking and one doesn't make it before ship sails will the other person be allowed to board.

Just don't notify Carnival ahead of time. Let them be a no-show, or the remaining passenger may have his cruise fare adjusted to a single, with a double-fare.

If you tell them before hand, the other is considered a cancellation and there would be no refund anyway due to penalties. That puts you as solo and must pay the second fare in order to sail.

Passengers may board as they wish - with those in their cabin or before/after others have come on board.

A couple of other questions...does the potential no show have insurance? Would they be trying to connect with the ship at the first port??

If the double fare was already paid, why would the remaining passenger have to pay again? That would be 3 fares.

Of course.

 

Make sure when you both print your boarding passes you pick the "individual" option.

 

If the other person does not make the ship, he/she will get taxes and port charges reimbursed but that is it. You will not have to pay any more money. That other person loses his/her money.

Wrong. Carnival likes to charge a change fee, but there is certainly no extra owed besides that.
