How to get to Aksla viewpoint

We wanted to visit the viewpoint and have read the steps up are closed for refurbishment

Also it says on line the tourist train does not start until June

Do you think the train may start early as the steps are closed or what other way is there to get up there

If the train is running where does it leave from please
