Yes, you can use your all-inclusive beverage package anywhere on the ship. It may get confused so you should check your shipboard account, but it will be straightened out.

You can use any of the three beverage plans in the Sanctuary. Just show them the cruise card with the sticker for each person and order whatever the plan includes. I've found that all I had to do was show it once and the attendants would even ask me if I wanted refills. On one cruise, I told them what time I planned to be there the next day and they had a soda waiting for me when I arrived. :)

 

I'm not sure about the brewed or specialty coffee since they would have to go down to the IC to get it for you. Otherwise, they go to the nearest bar.
