Correct (unless something changed recently). If you buy wine from NCL, there is no additional corkage. That isn't required when you buy the wine from NCL. EXACTLY. It is for wine that NCL is not making money on. If you buy from NCL, or your TA buys from NCL, or your cousin that loves you buys from NCL - the charge is the charge. No need for a corkage fee.
