Do we have to be paid-in-full to book restaurants and excursions?

As long as it's available to reserve now you don't need to be at final payment date or paid in full, however you do need to pay for onboard reservations at the time you book them (at least it is that way with shore excursions).

Restaurant reservations should be possible to make through your online ncl-account when it is 90 days or less until your sailing date. You have to pre-pay when you do the reservation though.

 

Shore excursions you can usually book from the moment you have booked your cruise - unless the sailing date for the cruise is in a very "distant" future. When you book them, you have to pay for them as well.
