Here my two cents worth, it is probably a small port tax. On every one of our cruises there have been some find of adjustment to the port taxes, most of the time it was in our favored but others have told me there were some extra charges.

If you ordered a drink while in a US port, there is tax charged. I don't know that there is any tax that is only .02, but that might be a possibility.
