If you're thinking that the PVSA is responsible for the loss of CTN's, you're wrong. Unless the US changes the laws allowing foreigners to work in the US without a work visa, the CTN's are no more. Has nothing really to do with ships or their flag. So, if the law changes to allow foreigners to work in the US without a visa, how long before we become like other countries where there are large "guest labor" populations.
