Viber or Whatsap?

I have used Viber from British Columbia to the US when I had a good wi-fi

connection and it worked fine. I have a Viber app on my iPad and iPhone and have loaded funds on my Viber account. On my next Allure sailing I signed up for VOOM.

I know Viber to Viber calls are free. Viber to non Viber (my 92 year old mom's landline for example) are charged at the rate per country (Mexico is 1.5 cents, Jamaica is 22 cents.)These charges are then deducted from my Viber account. I believe if the wi-fi connection is good I should be OK to make these calls....I doubt I could make them while we are at sea but should when we are docked at these ports????

The other choice is to pick up the Verizon International plan which is $40 for the month and then cancel on our return.
