We have never done any ballroom dancing and was hoping to have some lessons onboard but I believe the lessons are not for beginners as such? However I am equipped with many dodgy disco moves :) You are correct. The free dance classes usually are more for a refresher than for beginners. Even if you choose not to dance, the Queens Room is a great place to people watch on Formal "Ball" nights. The heels are not that important and can be rubber, but if possible avoid rubber soled shoes as these can grab the floor and hurt knees and such during turns, etc. I know you will have a great time!
