There may be some glitches in the system that still allow some random sailings to have tags mailed, but by and large mailed tags are gone. You could put your downloaded paper tags in tag holders like these: https://www.amazon.com/Cruise-Luggage-Holder-Seal-Steel/dp/B01E4SQNLS/ref=sr_1_2?ie=UTF8&qid=1470681556&sr=8-2&keywords=cruise+luggage+tag+holder You could download the paper tags, fold them as directed, and staple them around your bag handles. You could spend $35 on paper documents and get the self-adhesive tags that way. Can the luggage tags be emailed? How long does it take to get the printed luggage tags? How are the mailed luggage tags created if they are not printed? I've had the tags emailed to me by my travel agent, but I don't know if Royal will email the tags to people. I have the old cruise critic ones and I tape the top so the tag doesn't fall out and it attaches with stretch rubber. The rubber is starting to break down. thanks so much, I order two sets.
