Has anyone who has booked a cruise in the UK using a TA had any success in getting an upsell by phoning the USA number?

You'd only have any luck with that if you booked via the US side of things. Otherwise they'll pointedly refuse to deal with UK based bookings. (At least in my experience anyway!)

I will try in a couple of weeks before our cruise and see what happens and let you know.

This will work if you booked through a U.S. travel agent. If not, you're out of luck.
