If you have the UBP, does this entitle you to use the stateroom mini bar?

No, you would be charged for any mini bar items

If you have the UBP it's obviously cheaper to avoid the minibar, but if you are paying for your drinks, the minibar prices are actually the same or occasionally cheaper as the bars on board. Sodas $2.95, mini liquors $8.50/$9.50 depending on category, etc. Jim Beam is $7.95, which I believe is cheaper than the bar price.

 

The prices are still marked up, of course, but the mark-up for on-board consumption is the same all over the ship. (Again, not taking into account UBP benefits.)
