QTPieRye Posted August 31, 2016 #1 Share Posted August 31, 2016 Cruise in 2 days and need help! Does anyone know if an out of the country orginal birth certificate meets the identification requirements for travel? Have original birth certificate from Germany (parents were military), U.S. Driver's License, Original Marriage certificate and U.S. Social Security Card. Thanks. poobears Posted August 31, 2016 #2 Share Posted August 31, 2016 You need to make a call to carnival. That would be the quickest way to verify.
chengkp75 Posted August 31, 2016 #3 Share Posted August 31, 2016 Is the birth certificate issued by Germany, or is it a Consular Report of Birth Abroad? If it is a CRBA, then you are fine, otherwise you probably have a problem. Most military get CBRA's when a child is born overseas.
SadieN Posted August 31, 2016 #4 Share Posted August 31, 2016 (edited) https://help.carnival.com/app/answers/detail/a_id/3409/kw/Boarding%20documents Does the person have a Consular birth record of some sort? A German BC doesn't prove US citizenship. At worst go to the Federal Building in Los Angeles and have a passport expedited. Make an appointment. Assuming that the person has the correct paperwork. https://travel.state.gov/content/passports/en/passports.html You just discovered this now?! Herfnerd Posted August 31, 2016 #5 Share Posted August 31, 2016 (edited) Call Carnival ASAP - unless you have a passport, you might have an issue if that is the only document you have. If you were born abroad, or on a Military Base abroad your parents should have registered your birth with the U.S. Embassy or Consulate in that country, and a Consular Report of a Birth Abroad issued. You can obtain a copy of this report from the U.S. Department of State and this is acceptable to prove citizenship - your German BC is not. If your parents can fax you a copy of the CRBA, you need to ask Carnival if this would be acceptable, seeing as how photocopies of BC's are. Sweet Dutch Girl Posted August 31, 2016 #6 Share Posted August 31, 2016 As others have said an out of country birth certificate will not work without further documentation to prove your legal status to ensure you can cruise from your embarkation port. Before I had a passport I had to also carry my naturalization papers. Any foreign national sailing from a US port needs a passport...and unless you can prove otherwise since you are sailing with an out-of country birth certificate you need to prove your "current" nationality. I'd invest in a passport...if you have one that is all you will need.
StolidCruiser Posted August 31, 2016 #7 Share Posted August 31, 2016 (edited) The documentation requirements are stated as follows: Traveling with a Birth Certificate and Photo Identification Birth Certification Information The following are acceptable: • An original birth certificate issued by a government agency (state/county/city) or the Department of Health and Vital Statistics • A copy of a birth certificate issued by a government agency (state/county/city) or the Department of Health and Vital Statistics • A clear, legible copy of a birth certificate that was originally issued by a government agency (state/county/city) or the Department of Health and Vital Statistics. The copy does not need to be notarized or certified. • Birth Certificate Card • A Consular report of Birth Abroad • Internationally adopted children (under the age of 18): If the adoptive parent was not issued a birth certificate, we will accept as proof of citizenship, a Certificate of Citizenship by the U.S. and adoption paperwork. A Certificate of Citizenship is issued by the U.S. once the adoption is finalized. Guests may obtain a copy of a birth certificate by contacting: The Department of Health and Vital Statistics at: http://www.vitalchek.com. If the guest has laminated their birth certificate, it is acceptable. Birth certificates from Puerto Rico issued prior to July 1, 2010 are not valid forms of proof of citizenship and are not accepted by U.S. Customs and Border Protection. Guests from Puerto Rico either need to present a WHTI-compliant document or a government-issued photo I.D. with a validated birth certificate issued after July 1, 2010. AND Photo Identification • A non-expired government-issued photo I.D. is required of all guests 16 years of age and older. The following are acceptable: • Driver's License • Driver's Permit • School/Student I.D. (acceptable for guests 16/17/18 years of age) • Government-issued identification card (city/state/federal) • Government-issued Trusted Traveler Program Membership Card (NEXUS/SENTRI/FAST) - for photo identification use only Your issue is whether the foreign birth certificate qualifies as a "Consular Record of Birth Abroad" or one "issued by a government agency (state/county/city)". YIKES at waiting until 2 days before sailing to be concerned. If this is for your BFF, you might not have to end up dealing with the Camp Carnival thing if she can't prove her travel eligibility. You'll need to have some pretty clear answers from Carnival before showing up at port only to possibly be turned away. Best of luck! riffatsea Posted August 31, 2016 #8 Share Posted August 31, 2016 I just want to add that your SS card is not ID and should NEVER be taken out of your home for any reason!! That's how identities get stolen when wallets get stolen. It should not be carried around with you.

tef43 Posted August 31, 2016 #11 Share Posted August 31, 2016 I'm confused, as you have a fistful of previous cruises in your signature line. These ID requirements are not new, so what did you do the last time, and the time before that, etc?

Rare Saint Greg Posted August 31, 2016 #14 Share Posted August 31, 2016 I was born in Italy under the same circumstances. I have an Italian birth certificate and an american certificate of birth abroad. I use a passport for cruises so I don't have to deal with the birth certificates. A Germany issued birth certificate state that the person is a Citizen of Germany, not the USA. You will need other documents for proof of citizenship. With all the rule changes going on, I would think you would have available a certificate of foreign birth from the US which is common.

There was a thread a while ago about a person born in another country and the birth was never registered at the embassy/consulate. IIRC it all worked out but took some time. A lot longer than two days. Sent from my iPhone using Forums mobile app
QTPieRye Posted August 31, 2016 Author #21 Share Posted August 31, 2016 Problem resolved... called Carnival 2x and of course, got 2 different responses! 1st response was MUST have passport; 2nd response was needs a "Consular Report of Birth Record", which my bff has verified that's what she has!!!! No, this is not for me. As many of you pointed out I have many cruises and have a passport! When my friend booked, I knew she had been born in Germany, but she told me that she had a valid U.S. passport. This morning she sent me a text stating her passport expired in January 2016!!!! I cannot believe that she had not checked this until now..... however, given her recent diagnosis of MS and 2 cerebral aneurysms, I cut her some slack (after having a small heart attack myself)! Just relieved that she is good to go!

Driver's License is all you need in a casino...in Louisiana at least. They may want your SS# but they don't need your card. I used to carry my SS card in my wallet. Then I lost my wallet. I don't carry my SS card anymore. Edited August 31, 2016 by Saint Greg
