Official Cartagena taxi rates

Does anyone know which one of these locations refers to the pier? "Terminal Maritimo" sounds like the obvious choice, but 6000 pesos seems like too little.

Also, am I correct that these rates only apply to the independent drivers in red shirts (as opposed to the port taxi drivers in blue shirts)?

Not sure about this. We always have negotiated rates.
