Or it could be they are sandblasting it in preparation for painting. Such a cover is often used during sandblasting to contain the dust and rust particles, which need to be controlled for environmental purposes. Or to protect the surfaces after sand blasting to minimize any rust forming by leaving the surfaces exposed to the elements. Look at some of the other photos, such as in post #405 - many of the sections also have covers over them, and these aren't proprietary designs.
