I don't see that anyone answered this question: no, there are no surcharges for the specialty restaurants. OBC's definitely cannot be used for the Crew Welfare Fund. What you can do is get cash from the Purser to use for the Fund. The cash amount goes on your account but does not reduce your OBC. There is no fee for this cash even if you've maxed out your no-fee $400 per person cash advance which also does not reduce your OBC. The benefit is that you'll get either cash back or miles for the amount you donate to the Crew Welfare Fund if you have certain credit cards. And, again, many non-Regent-provided OBC's (like from your TA or Virtuoso) can be redeemed as cash. While they may have some rule about not directly applying it to the crew welfare fund, you can make one visit to reception and 1) ask for your OBC in cash, and 2) contribute the cash to the Crew Fund. Dave's point about cash advances from the Purser is good to remember since doing this via an ATM will incur fees and not earn miles (?...we never use our credit cards for cash advances). I asked our cabin stewardess if she'd like a bottle of perfume and her face lit up. She wouldn't say what kind, so I suspect it was going to be used as a gift for someone back home, but I was happy to do that for her.
