Combine that with the fact that everyone is prohibited from throwing anything from the ship, and you have your answer. Objects thrown from the ship can be sucked back into the ship and start fires. Others have asked about putting all kinds of things on their aft balcony, palm trees and balloons.... etc. but really, it's still a balcony and so all the rules still apply.
