Yes, there are public computers on the ship. They are located on Deck 1 underneath the big Atrium Stairway and approachable from port or starboard. There are four or five of them. They are connected to printers so you can print out your boarding passes--or anything else you want to print out. It is hard to locate them on the interactive map because it doesn't really show the full scale of the stairway and you can't see it on the 360 Tour (https://www.vikingcruises.com/oceans/content/ocean-star-tour/start.html) because it is under the stairway, behind the orange wall.
