Not an unlimited number, but if you pay for a package that allows it they can go on board for a short time before sailaway. It depends on the cruise line's ISPS (International Ship and Port Security) policy, as to whether this is allowed at all, and if it is, what documentation is required. It also depends on the port's ISPS policy as to whether or not they will allow guests into the port facility and what documentation is required. Some of the luxury lines allow passengers to bring guests all the time. Most lines will decide to grant approval on a case by case basis, and typically require photo ID of the potential guests at least two weeks in advance. Most ISPS policies have several "levels" of visitors, some that can have free range of the vessel, and some that require a full time crew escort. About 2 years ago, I was able to visit and have lunch with a friend on Majesty of the Seas while she was docked in Key West. It was approved in advance by the Guest Services Manager.
