I usually have been able to, but on my last cruise (Miracle Feb '18) cabin was not ready, steward was inside working and it was nowhere near ready. Hopefully that was just a one time experience. We had that happen once with FTTF but at least we were able to drop off our carry-ons. Grabbed something to eat and when we got back, our cabin was ready.
