I cannot recommend a tour guide. However, I opted to explore Kotor on my own while my group took a shore excursion into the hills. I walked around and explored and found it very easy to do. The maritime museum is excellent albeit not all of the information is in English. Visited small chapels, craft market, and cafes. It is a very walkable city unless of course you decide to do a hike up the hills.
